Carroll County Soccer League By-Laws

Article I  
The name of the organization is "Carroll County Soccer League" (CCSL).

Article II - Mission  
Through the combined efforts of parents, coaches, players, and community, the Carroll County Soccer League strives to achieve these goals:
  • To maximize each player's soccer skills through a positive and comprehensive instructional program.
  • To strongly emphasize the importance of sportsmanship, teamwork, and commitment to a higher level of play.
  • To provide each player the opportunity to fully understand and enjoy the game of soccer, to develop friendships, and to experience the pride and satisfaction of being part of a successful program.
  • To make the game fun and instill the importance of a strong work ethic in each player.
  • To emphasize player development over winning.

Article III - Organization  
CCSL shall be comprised of member teams in various age groups. The number of teams shall be determined by the number of players and qualified coaches available to support the mission of CCSL.

An Executive Board shall govern CCSL with the support of the league commissioner. Each Soccer Program that has 3 or more teams in the boys divisions must appoint a board member. Each Soccer Program with 3 or more teams in the girls divisions must appoint a board member. This will give the programs with 3 teams in each division 2 board members. Programs with two boys and two girls teams must appoint a board member. These members will make up the Executive Board of CCSL and govern the organization. Board members shall serve from July 15th to July 14th of the following year.

Article IV - Board Responsibilities  
The Executive Board shall appoint or hire a league commissioner, the commissioner will have the responsibility to run the day to day operations of the CCSL. Which include but are not limited to the coordination of fields, scheduling referees and games and rule interpretation. The Board of Commissioners will also elect a President, Vice President, Secretary, and Treasurer. This election will take place each year at the first Board meeting following June 1.

The Board shall also:

  • Ensure all teams in the league follow proper ethics.
  • Vote to admit new teams or programs.
  • Foster communication between teams.
  • Support a higher level of soccer competition.
  • Handle any protest that may be appealed above the commissioner.
If a Board member fails to perform his/her responsibilities or violates CCSL policies, the Board may vote to impose sanctions or removal as it sees fit.

The Board shall guide and preserve the image of CCSL by its authority to approve and amend these by-laws, and it's authority to approve various sanctions or removal of any coaches, players, or parents from CCSL that violate its policies and rules.

The Board may also serve as the FINAL point of appeal and intercession in disputes between players, parents, and coaches of the member teams in matters that impact the image of CCSL.

Article V - Meetings & Voting Rights  
The Board shall meet on an as-needed basis to address matters concerning the operations of CCSL. All board members must attend the meetings or send a substitute from their programs. Coaches have an open invitation to attend, but can not vote. The commissioner has the right to pole the board by telephone for votes to resolve issues that need immediate attention.

Each board member (or his/her substitute) has one vote.

All decisions concerning the operation of CCSL shall be determined by a majority vote of the Board Members (or Substitutes) eligible and present at the time of voting, except between August 31st and November 30th, then it takes a 75% yes vote to amend the by-laws.

In the event of a tie vote, the Commissioner shall make the final decision.

Article VI - Governing rule book  
The United States Soccer Federation Rule Book shall be the governing rulebook for league play except as amended in these by-laws.

Article VII - Rules  
CCSL will abide by the rules and policies of USYSA and MSYSA

The league ages shall be determined as of midnight, July 31.

The league shall be divide into age divisions:

  • Under 14
  • Under 13
  • Under 12
  • Under 11
  • Under 10
  • Under 8

Team rosters shall consist of not more than eighteen players in under 11 and older divisions. Under 8 and 10 teams shall not consist of more than fourteen players. The roster shall include each player's name, address, social security number, and telephone number, along with the Coaches Name address and telephone number. ALL team rosters must be turned in during the meeting held on the fourth Tuesday in August. Roster additions may be submitted to the league Commissioner until September 30, and must include a copy of birth certificate. Under no circumstances shall any player be permitted to play until this information is in the commissioner's hands. Use of non-rostered player shall result in automatic forfeiture plus any discipline that the Board sees fit.

The league registration fee shall be $100. It is due by July 15 and is non-refundable. Any team that is not paid will not be put in the schedule. Each program must post a $75.00 forfeit bond by August 31. Single teams must post a $75.00 forfeit bond by August 31.

The Bond will be refunded in December (if requested), or held in account for the following years bond. Any team that forfeits a game, the team or program must replace the bond before their next scheduled game. A rescheduling fee of $45.00 may be levied against any team requesting a schedule change after September 1.

Any new programs or teams entering the league shall be on a one-year probationary period. New programs or teams must petition for entrance into the league by June 15 and be approved by the Board.

Any program with two or more teams within any age group must play one of those teams in the A division of that group. If a program has four or more teams in any age group, two of those teams must play in the A division of that group. The Board must approve any exceptions.

The point system to determine league standings shall be three points for a win; one point for a tie; and zero points for a loss.

Under 13 and older will use a #5 ball. Under 12 and younger will use a #4 ball.

All league rule changes will be made before August 31, no changes can be made to the by-laws between August 31 and November 30, without 75% of the Boards approval.

Protests must be made to the league Commissioner within twenty-four hours of the game in question. The commissioner will have seventy-two hours to make his/her decision. If the Commissioners decision is appealed to the Board the team making the appeal must put up a $25.00 protest fee which is non-returnable unless they win the appeal.

Under 8 divisions: Each half shall consist of twenty-five minutes "running time".
Under 10 divisions: Each half shall consist of twenty-five minutes "running time".
Under 11 and U12 divisions: Each half shall consist of thirty minutes "running time".
Under 13 and U 14 divisions: Each half shall consist of thirty-five minutes "running time".

The clock will be stopped only for unusual delays as determined by the official, who shall keep the time on the field. There shall be five minutes rest in between halves.

Coaches may substitute freely according to the governing rule book. No minimum playing time or must play rule.

League games may be started with as few as seven players without forfeit, (five players for U10 and younger).

Each team will provide one game ball. The referee will determine if a ball is acceptable as a game ball.

The league commissioner shall issue cancellations of games due to inclement weather. Notification of game cancellations may be via telephone and/or radio broadcast. This rule shall in no way infringe upon the officials right to cancel the game at the site or stopping the game because of inclement weather.

In case of a tie at the end of the regular season, standings will be determined by:

  1. Head to head competition.
  2. Comparison of head to head goals for and against.
  3. If tied, a comparison of goals allowed during the entire season.

In case of a tie during a play-off game:

  1. Two must play overtime periods will be played
    • Under 10 - two six minute periods
    • Under 11 & 12 - two eight minute periods
    • Under 13 & 14 &18 two ten minute periods
  2. After must play periods, there will be two sudden death periods. With the first team to score winning the game.
    • Under 10 - two six minute periods
    • Under 11 & 12 - two eight minute periods
    • Under 13 & 14 &18 two ten minute periods
  3. After two sudden death periods, there will be a shootout by any five players in uniform.

A player issued a red card shall sit out the remainder of that game, plus the next scheduled league game.

Three yellow cards during the season will result in a player sitting out the next league game.

Any coach who is sent off by the referee (or issued a red card) because of the behavior of any of their coaches or parents shall, be required to sit out the next two league or tournament games. This sit out penalty shall carry over to the first game(s) of the next season if necessary, to fulfill the requirement. The coach may make a formal appeal to the Board to have this penalty removed or reduced. The Head Coach is responsible for the conduct of his players, coaches, and fans.

The official will report any cards issued, and every effort will be made to notify both coaches if a player is to be excluded from a game.

A game report will be called in to the commissioner by both teams, within 48 hours. Any players or coaches who have been carded must be reported.

CCSL will use referees consistent with USSF guidelines.

Official fees will be set yearly and provided to the teams with their schedules. The officials will be paid on the field.

Article VIII - Sportsmanship
 
Good sportsmanship is one of the primary lessons being taught to the players and is important to the image of CCSL. Teams and individuals can be penalized for the failure of players, coaches, and parents to maintain the proper demeanor before, during, and after games.

Article IX - Violations  
Situations, in which parents or their fans, players, and coaches fail to comply with the by-laws of CCSL or whose behavior discredits CCSL, will be investigated and ruled upon by the Board. The Board is empowered to impose the following sanctions or take other actions as deemed appropriate:
  • Suspension of voting rights (Board member).
  • Forfeiture of games.
  • Suspension from coaching or playing in CCSL
  • Removal of members from the Board.
  • Dismissal of a player or coach from CCSL.

Article X - Recruitment of Players  
Any team participating in CCSL play, or being formed for CCSL play, acting through its coaches, team officials, parents and players, which attempts to induce any player - listed on a valid team roster of another CCSL or MSYSA team - to leave his/her team shall be deemed to have recruited that player.
  1. Code of Conduct
    1. Any team may conduct publicly announced open tryouts to acquire players. Any player, or parents or guardians acting in behalf of their child may initiate direct contact with any HC SL team for the purpose of joining that team.
    2. No coach, team official, players or parents of players within CCSL, regardless of any other team affiliation/association shall initiate any form of contact with a prospective player who is listed on the roster of a CCSL affiliated team with the intent of recruiting that player.
    3. Invitations to players listed on valid rosters for play out-of- league, such as indoor, guest players for tournaments, etc., must be initiated through that player's coach.
    4. If coaches, team officials, parents, or players do not abide by this Code of Conduct, the team shall be deemed to have recruited the player.
    5. Code of Conduct violations must be reported to the Rules and Discipline Director.

  2. Recruitment Complaints
    1. Complaints shall be submitted in writing, by the coach, to the R&D Director within thirty (30) days of the attempted or actual alleged recruiting.
    2. The R&D Director will determine the validity of the complaint based on a strict interpretation of CCSL By-Laws. He\She will assemble the R&D Committee to hear a valid complaint.

  3. Recruitment Sanctions
    If a coach, team official, player, or parents acting on behalf of the team is accused of recruitment, then it is the coach who is ultimately responsible.
    1. If the R&D Committee determines that the coach (see above) has recruited a player, then the mandatory suspension for the first offense is a minimum three (3) game suspension.
    2. In the event the sanctioned coach is no longer associated with the team for which the sanction has been imposed, the coach shall serve the suspension for any and all other teams he/she is associated and shall serve that suspension in order of game sequence as established by the CCSL League Schedule.
    3. Subsequent recruiting violations will result in at least a five (5) game suspension for each incident (all provisions in (b) above apply.
